Why do you say that? The proposals I've seen exclude the first $15-$20k of income (for a single person) from any taxation. That's not any different in concept to what we currently have. The so-called tax simplification from the Reagan years only had 2 tax brackets - not to far from a flat tax, is it. Of course, the government couldn't leave that alone, and probably wouldn't with a flat tax, either.
