Dumping is still going on. Perhaps they just wanted to change horses since Reagan wasn't interested in interfering in the economy and Bush was viewed as ineffective. I thought that during the 80's the administrations subsidized the chip industry with the Sematech or Semtech. There was some controversy over how it subsidized certain companies over others.

The executives who supported Clinton, especially Ellison, also got him to go after Microsoft also.
