It isn't shorting they want to do away with, it is naked shorting they want to stop, and put controls in place.

Regular shorting, you borrow someone elses shares, sell them, and later you have to rebuy them to replace the one's you borrow.

Naked shorting, the MM can short shares that do not exist.

That is a very lengthy topic to discuss. I'll find a link later and post it that explains all of the whole sorted details.
