Monica is accused of passing classified documents to an old boyfriend. She had access to those documents because she had obtained a top secret clearance to work at the Pentagon, a job she got through her "connection" to Clinton. Of course, this administration has a history of granting clearances where they shouldn't - remember the guy who was in charge of the FBI files? At any rate, would you grant top secret clearance to someone who had a history of talking out of school, had shown a willingness to do whatever it took to get ahead, had very little regard for morality or the sanctity of marriage, was willing and able to lie whenever it was convenient? Of course, the President gets the clearance automatically.
