Speedster: I think that's a good point. This isn't a car dealer who doesn't have your color in stock so you go down the street to buy. The technology is too unique and too complex. In all probability, once the contract is signed, design work can begin. Not unlike Internet design, it's constructed off-line. They don't need a working Intranet for anything more than deployment.
