Possible scenario to what is going on, Now remember, this is pure speculation! They did a reverse split, we know that. They have also apparently reissued 60 million or so shares. The CEO is leaving. Maybe he paid some bills with the money from the reissued shares, including paying himself, as well as other employees.(Maybe thats why the secretary has been in a good mood lately) Maybe he even paid certain employees ahead of time. Now hes bailing out, the new guy can do whatever is possible at this time(Maybe hes been paid a little in advance also), and shortly, this company files bankruptcy! Like I said, this is pure speculation, but this feat has probably been acomplished before by BB companies.
