A boot may be a rubber appliance worn on protrubences or limbs supportive. It is applied for protection against sharp stones, mud and other hazards. Often used by workmen on construction sites. This technology has not reached the Whitehouse it would seem, where lately some safety violations in the workplace became evident. Staff should be informed of regulations concerning protective devices. Rebooting obviously refers to putting a new boot on. Reasons for doing so may vary according to personal comfort standards and preferences. See "bootstraps". These are for holding the boots on in rough conditions. EC<:-}
