If Clinton departs, the date would be critical in determining the
maximum length of time that Gore could be prez. The Constitution
provides that a person can serve as president no longer than
10 years (2 full terms plus no more than 2 years as a "fill-in" for
another president).

Assuming that Inaugural Day is 01-20-01, if Gore takes over for
Clinton before 01-20-99, his maximum time as president
would be one 4-year term of his own plus the 2+ years of
Clinton's term (or a total of a little over 6 years). If Gore takes over after 01-20-99, his maximum time as president would be two 4-year
terms plus the remainder of Clinton's term (or nearly 10 years).
