Neither.

Ticker symbols are not guaranteed/reserved for OTC-BB stocks.

If a Nasdaq stock wants to use a particular ticker (and it is not in use by any other listed Nasdaq stock) which is common in IPO's, the Nasdaq stock wins out (ie. BB company must change their ticker, or else it will be changed for them.)

That's one of the minor benefits of being on a listed exchange.
