OK, now that we know what the Government can do (and cannot do), what governs libel and slander suits between private parties? What standard does TAVA have to look to before it can sue Bill? In other words, what standard governs Bill's conduct? And what is that based on?

Does Bill have the right to express his opinion? Based on what? A statute? Case law? I'm not picking a fight, I just want to know. And Bill, I'm just using you as an example. thanks
