If you read a little more about the situation, you may come to understand that: (1) the arms were basically obsolete and of no threat even against banana republics; (2) the Government of Nicaragua you characterize as not having a 'stellar record on human rights' had problems admittedly before the Sandinistas took over that were greatly exacerbated when they took control and abolished all existing freedoms including a free press a la Castro and all other Commie governments that immediately dispense with oppositions.
