regarding the exceptive nature this Tech

Here is a link, With between the lines, Good News
and Bad. Congress has already passed legislation to
repeal law that has been challenging to its adoptions.
For gov. use. 200,000,000 drivers licenses would be nice.

DOT Issues Rules to Make Drivers Licenses into National ID Card.
The US Department of Transportation issued a proposed rule on
June 16, 1998 requiring that all states issue new drivers licenses that use the SSN,
and LIMIT GOV TRANSACTIONS to those with approved id cards.
