Hi John,

When we talk about RS, we are talking about the relative strength of the stock compared to the market. How is it performing against the market.
It had been in O's which is negative. Being in X's is positive.
If a stock flips the RS to X's, this is sign that it should start outperforming the market.

I wouldn't buy PTIS yet even for a trade. It broke the bullish support line (trend line) back in July and is now sitting at a double bottom at 4.75. 4.5 would be the third consecutive sell signal.
*note buy and sell signals in P&F don't literally mean buy or sell. They are terms. But, if a stock consistently makes buy or sell signals - you can take it literal.
First good news on the stock would be at 6.5, a double top buy.

You already own the stock so you can hold here with support at 4. Watch that 4.5 though.

Take care,
