Actually, it all depends on timing. After the VP, the Speaker is next in succession. But if the VP is forced to resign, or if the VP ascends to the presidency, a new VP is named and confirmed. (That is how an unelected Gerry Ford rose to be president -- he was named to succeed the resigned Spiro Agnew and then replaced Nixon).

So, assuming there were some terrible disclosure about Gore; he and Clinton would have to leave office simultaneously, or without appointing a new VP, in order for Newt to succeed.
