Good question. Maybe we should ask, why WOULDN'T they implement it? if a) They announced that they had a Share Buy Back Program, b) they used good judgement and waited until the shares are Grossly Undervalued, and c) the Board has a legal fiduciary responsibility to act responsibly. Sounds like a No Brainer.
