I would agree completely, except that the Monica issue arose as part of a court case. The issue under investigation by Starr is abuse of power and perjury, in relation to sworn testimony in that case. If Clinton told the truth in his deposition (I'm not commenting on whether he did), then Starr should not be pursuing the issue. If it turns out that Clinton committed perjury, then Starr is justified. Remember, this line of investigation was approved by Reno, not someone who is notorious for gunning for Clinton, so she must have thought there was something to investigate.

Overall, I agree the investigation has entered into realms best kept private.
