As regards these issues (foreign policy and Social Security), the blame is mostly the Republicans, with some room for Clinton as regards foreign policy. However, you took those comments very much out of context - they were in response to someone trying to give credit to the Clinton administration for the great state of affairs. I have never absolved the current Congress from any blame - quite the opposite - I have repeatedly talked about my disappointment with them. If you want to quote posts (and we all do), make sure you also give the context.
