My momma always said that people really don't appreciate what they have if it doesn't cost them anything. Without getting mired in the details, I agree with you in concept. I still think a sales tax is more equitable (with the appropriate exceptions made for food, etc.), but everyone needs to pay something, and those who can afford to pay more should end up paying more. Hopefully the system is fair enough where they don't mind paying.
