There is no budget surplus, have they not looked at the national debt
clock? To get to the "surplus" they used Social Security. If any firm on Wall Street had used a retirement fund.......

I don't believe there is a real budget surplus for the year either.

Mark Twain once said, "There are three kinds of lies: lies, DAMN lies, and statistics". Accounting, I would say, falls under the statistics category.
