From news reports, Russia doesn't seem to be able to administer and
make collections for an individual tax system....flat taxes might make
it easier to fill out the forms. If companies do collect taxes...they
don't seem to make it back to the government. Then you have the problem
of simply paying these people for the work they do. If they do get payed
it is probably under the table..?

I don't know...let them experiment with a Currency board....atleast the
international players will have something to chew on. And the IMF can
count it's money as "...the national money supply expands or contracts
through the inflow or outflow of reserves."
