If I recall correctly, I've heard that the IBM encoders don't support less than 3Mbps

So looking at the hardware solutions, generally speaking the ones that can go less than 3Mbps are probably not IBM.
Most of those are presumably Cube, but I'm not sure about Cube at less than 1Mbps tho'

Hopefully somebody who knows will send me some confirmation.
Anyone care to chime in?

Maybe we should all just chip in and buy an Macintosh PowerBook DVD-Video PC Card, then crack it open.
