Okay, I agree that someday that a final report will be filed (but believe me, Kenneth Starr will be long gone from the scene). How many of us can remember Lawrence Walsh's final Contragate report and its conclusion that Cap Weinberger and Ronald Reagan lied. Not many. The decision to file one report to Congress on the Lewinsky matter means that Starr is conceding that he cannot make a good impeachment case out of Whitewater, and this effectively ENDS the Whitewater investigation. Starr is putting all his eggs in one basket.
