'On the eve of World War II, Winston Churchill told the British House of Commons, "Owing to past neglect, in the face of the plainest warnings, we have now entered upon a period of danger. As for Y2K, we are all in it now, with 16 months to go. ..... State and municipal bonds may be in jeopardy, depending on the impact of Y2K on both general revenue and fee-based bonds (whether insured or not). Hearings should be held to determine appropriate action in these matters. The SEC is now requiring all public bond issuing authorities to report on Y2K efforts.
