'On the eve of World War II, Winston Churchill told the British
House of Commons,

"Owing to past neglect, in the face of the plainest
warnings, we have now entered upon a period of
danger. The era of procrastination, of half
measures, ... of delays, is coming to its close. In its
place we are entering a period of

are in it now."

As for Y2K, we are all in it now, with 16 months to go.

State and municipal bonds may be in jeopardy,
depending on the impact of Y2K on both general
revenue and fee-based bonds (whether insured or not).
Hearings should be held to determine appropriate
action in these matters. The SEC is now requiring all
public bond issuing authorities to report on Y2K efforts.
States could piggyback on this requirement and create
uniform reporting formats statewide in order to more
accurately gauge Y2K progress.
