IAN: True the I.P stocks belong to category "Spec" and as correctly pointed out they are the exception to the Tier 1 rule.

As for NN the traders and short sellers seem to have lost fear. That happens when a stock has a history of reversals. The shorts rely on that. To reinstate some fear, the stock needs a steady climb for atleast 1Q.

If you compare todays momentum vrs yesterdays,you will see that currently good news is very easily discounted.

Well, yesterdays gains are todays losses.!
