It's a jump, I think, to say that since stocks are at 2 year lows, we may not get this opportunity again for another 20 years. And, on an individual stock basis, there is always a chance that a poorly run company or a company which has taken a wrong turn may never recover. Of course, I'm not talking about the RIG's, FGII's, EVI's, etc. But sometimes when a stock goes to a multi-year low or starts trading at below book it is not an opportunity, but a big red flag.

As for risk in the sector, I am looking at market risk, not $8 oil. If the worst case crash scenarios take place, and the DJIA drops another 500 pts (or even more), I would expect to see another level of once-in-a-lifetime prices. Today, this sector has fallen twice as much as the market on a %age basis.
