Treating that column seriously (a big ? since it IS the NY Post), some of it would be surprising to me. What possible good could come out of indicting the Prez now on Whitewater while the Congress contemplated impeachment proceedings on Lewinsky. It would look vindictive. More importantly, it makes no sense from a legal perspective because DC juries are notoriously pro-defendant and if the Prez or First Lady obtained an acquittal in the middle of the impeachment, there would be a HUGE wave of public support for them. (The First Lady has played on that strategy by making her public image very positive in DC so that she has a huge favorability rating among the jury pool).
