Pallisard: Yes, it's true. But it depends on the type of battery. The conventional ni-cad battery has a "memory" & should be completely discharged prior to re-charging. Otherwise, it loses the"volume" that it had originally & continues to go downhill if the practise of not discharging completely is continued prior to recharging. If you have a nickel-metal-hydride rechargeable, it doesn't have this problem & can be recharged at any level without ill effects. Hope this helps....of course, li-poly also does not have this problem & is one of the positives consistent with the technology.
