A push-out is simply a delay of an order, a fab, or possibly an entire product or technology generation. As in, "we were planning to ramp 300 mm production in 1999, but have pushed it out to 2001 because of industry conditions."

Not to be confused with a "push", which is what you do to put a quartz boat full of wafers into a furnace, or a "bail out", which is what you need if too many customers push out orders.
