That's my understanding but it is probably not an absolute. There is usually a workaround. I installed the full Win 98 version on a clean harddrive so I did not encounter the inability to upgrade. I have read posts by others indicating they could not use the full version of Win98 to upgrade Win95.

I have installed a full version of Win95 over an existing version of Win95 in the past. There was an installation screen indicating that I should stop the installation as there was already an existing OS installation. I ignored the warning and continued and everything worked fine. I was under the assumption that the Win98 installation would be similar but some of my reading has indicated otherwise. I can not confirm this from my own experience as I did a new installation.

Since I have a registered Win95 installation and since there are ways of installing the Win98 upgrade without installing Win95 first I would have been better off with the upgrade.
