Reagan used real people flying real planes and bombing real people who deserved it. Reagan was a smart man where this was concerned. He didn't get Khadafy but he did get members of his family. Not exactly the most choice of circumstances but if you are going to have collateral damage what's better than to hit them where it hurts. You'll notice we still haven't heard a peep out of him since. He may have a concerted effort underground but he hasn't used us as his public whipping boy for a long time.

However we are at war with terrorism but it seems our only offense is a poor defense. We retaliate. A war of retaliation is doomed to failure. Personally, wag the dog or not, I don't think this President has the heart and the courage for it. What was his answer after the Saudi barracks bombing? To wait for the next bombing? I guess we blame Ken Starr for this one too.
