Not necessarily, I think most people don't actually take possession of certs anymore, except my grandmother , she's been hiding her XON in a shoebox since 1960 ;o)

So if they bought enough, it could take more than years to deplete the supply. Why would they want to, or how could they afford to buy new ones now?
