Bigs, I'm not an expert concerning the SEC. It is my understanding that for RMIL to begin trading that market makers must assure themselves that sec rule 15c2-11 has been satisfied. It is my understanding that this rule primarily involves current and accurate financial filings which RMIL does not currently have the funds to satisfy. I'm not sure the sec cares how the funds are raised as long as the shareholders are informed in an accurate manner. If Horizon puts up the cash and is issues XX% of the outstanding stock, I'm not sure the sec would care as long as the shareholders are notified.

This is a lot of bs from an ex-army $hit house lawyer.
