Answer - they dont, EXCEPT in public works. We need somebody to design memorials etc. which is under the same umbrella right now as the NEA. So, if they get rid of the NEA then something else will have to be set up to handle the selection/payment etc for the public works.

The NEA is really inconsequential. Abolish it if you want. Its not much money, and nobody counts on it (except, as I said, the public works issues which go under the same umbrella but is not officially an "NEA grant").

Its just such a lame issue to focus on for Buchanan. Part of the anger that I felt that year for the politicians was due to stuff like this. NEA and Prayer in Schools. Yeah 2 HUGE issues there. You want to abolish NEA? Fine by me. You want prayer in schools? Fine. Whats the big deal - one weeks work those 2 issues. Now lets solve some real problems.
