That's the most likely scenario, since people that have talked to engineers at Intel have stated that Intel's 0.25(0.20 drawn gate length) process is based on Micrascan II+/QMLs. David Alexander commented that they can tweak these systems to do 0.18, but for production it is most likely they will purchase Micrascan III+s or better for the reasons you cite regarding process latitude.
