I'm not certain but, I wouldn't move a second time if I didn't have something to move for.

Kind of like, "I'm not moving anywhere else with you until I see a golden band on my finger".

I would guess it means they'll be moved in by the 24th. With everyone screaming for more information, they've given firm dates on the only thing they could - when they're moving.

I think we're trying to read too much into a move date.
