The spread you could have gotten on CIEN/TLAB a week ago was as high as 8+ points if you did a little market timing. It narrowed to within a 1/2 point or so before the bombshell. It's not necessary to carry an arbitrage to completion, you could have banked some profits instead of holding out for that extra 1/2 point.

Buy more CIEN, that's what I'll do. With or without the merger, I don't think T's contract could be worth 3 billion dollar of market cap drop on CIEN. Second, T's timing and the fact it has never even asked for a 40 channel to test indicates this whole thing may well be political.
