The system bus runs on a different clock than ISA, PCI, and AGP expansion buses. The expansion buses conform to standards and are not affected by the system bus (at least from a reputable builder). The speed advantage of the 100MHz system bus only affects memory and peripherals integral to the mother board; which, fortunately, constitute most of a PC's work. An older add-on should work OK fine. I would, however, recommend any new PC include a new video controller; and don't even try to re-use your old memory.

P.S.
Some of those older add-ons might not, however, be supported in Windows 98. Now, that would be a serious problem.
