They didn't even have a definition of victory, let alone a strategy for achieving it. I don't believe any strategy would have done much good. The moment we supported the French reoccupation, the die was cast.

The Patti book is fascinating because several later histories, which rely almost entirely on secondary sources, have tried to cast him as a naive young officer who fell under the spell of the charismatic Ho Chi Minh. I don't get that impression from the book at all, or from his record. He was young, but he'd survived several years undercover in occupied Yugoslavia, supervising American assistance to Partisan groups ranging from royalists to communists (he's Greek/American, and the OSS took him for his languages). I would trust the word of someone like that, on the spot, to that of any number of armchair analysts back in DC.
