What do you do with Hanoi when you capture it? Install a democratic government? How many troops, for how many years?

The fundamental problem in the south was that none of the governments we supported had the mandate or capacity to govern. Since the objective of the exercise (war as politics by other means) was to keep these governments in power, the entire exercise was corrupt from the start. No amount of military force can sustain a government which cannot or will not govern. When the military is called in to achieve a political objective which is founded on ignorance and ineptness, only disaster can result.
