Steve, actually that is one of my concerns about the Clinton administration. For the last eight months at least, he has been not really able to concentrate on foreign affairs, at least according to all of the journalists and presidential aides who populate the talking head shows here. Clinton actually turned out to be better at world events than most people thought he would be when he was campaigning, probably because he is a warm and likeable man up close, and really forged good working relationships in the international arena. But he was seriously distracted since the discovery phase of the Paula Jones case. Do you know what he told Monica was the reason he could not settle that case? Because there were HUNDREDS of women like her who could then sue him.

I think I must have more confidence in the American system of government than you do, however. I believe that things have so deteriorated in this presidency that resignation would be a relief, since in many ways the government is already shut down.

I think it will be really interesting to see what happens when Clinton goes abroad next week. Here, people carrying signs saying "Liar" and "Resign now!" have dogged him at the two public events he attended this week. It will be easy for Clinton to look more presidential and in control than Yeltsin, at least!!
