Mr. Gingrich, the bane of the Democrat party, is carefully crafting the best possible world for his party. Should the report come through and it shows that the President did indeed break the law then they win when Mr. Clinton is thrown out on his ear. If all the report showed was Mr. Clinton's sexual proclivities then he wins there too. He defends the office of the President without condoning the behavior while the press rips Mr. Clinton a new rear end.
