Probably should be qualified.

This is good advice if you substitute the word "police" for the word "government." One could also write, "The form of a rifle is not important as long as it is based on accuracy, the the number one priority of a rifle is to shoot effectively, impartially, and swiftly."

The form of government is very important when it comes to making the laws that are to be enforced. Democracies tend to make laws that are better for more people. Also, the slow and deliberate process of the judicial branch results in a better application of the law.
