Steve, I hope you are right but remember that a big majority of DC pols are from states w/o significant oil/gas production. Their constituents are not generally interested in helping the oil business. They usually hate Big Oil and want lower energy prices. If it requires majority votes in House and Senate and Slick's signature, we may get it but we will have to listen to politicians yammering about "bailing out big oil" first. We'll see.
