A billion here a billion there, hell, eventually ya got enough for a real war. But wait a minute, aren't we forgetting something ? Who was it that declared this a war ? Isn't the horse once more behind the cart ?

Some time past I stated my support for this past military action. The timing, the secrecy the potential for catching the enemy unawares and all that might have justified the swift retaliation. I don't know, but I supported it and still do. Now its time to deal with the matter properly.

If we're really gonna have a war, and not just play with tail wagging dogs its time to seek counsel and discuss this matter as the Constitution demands. This is a high matter and must be considered and deliberated in Congress long and hard. The people must stand in support of their representatives and accept the sacrifices that this act will eventually bring or we will have learned nothing from the sad and sordid history of the Vietnam police action era.

Clinton is not doing his part, unless he has already gone to Congress and requested their consideration. Its always been thus. You don't just go around declaring a war here or there one week or another and then move on to the next politically expedient ploy especially if you are the sitting President. Good soldiers and statesmen should ponder long and hard before committing the irretrievable step of declaring war, but then having taken that step prosecute it with the full fury that only Hell can deliver.
