I had a similar problem awhile back and do not remember the details. I believe it was browser specific. I was not using IE 4.0 . I think the problem occurred in Netscape. In my case a cold boot solved the problem.

My guess is the reinstall of IE 4.0 would be a good place to start. I am assuming you have already booted the machine. I would not uninstall IE4.0.
