INSTANT VIEW - Russia sets debt restructure

NEW YORK, Aug 25 (Reuters) - Following are comments from U.S. economists after Russia announced it would restructure its Treasury bills into three-year to five-year rouble debt, yielding 20 to 30 percent.

The restructuring will take place between August 26 and September 26, according to a Russian Finance Ministry statement.

MATTHEW SHERWOOD, RUSSIAN ANALYST WITH PLANECON INC.: ''This is within the ballpark of what we expected. I know the people who were holding the GKOs would like to see better terms but it is good that they are not discriminating against foreign investors. Russian debt is going to be hurt by this for a long time because a default will be in the backs of people's minds.''

GRETCHEN RODKEY, VICE PRESIDENT AND SOVEREIGN BOND ANALYST, BEAR STEARNS & CO.: ''It is somewhat along the lines of what markets expected in terms of maturity and denomination of currency. Most importanly, it forbids trading of paper until maturity. This prevents foreigners from switching out of paper and changing roubles into dollars.''

PAUL DICKSON, SOVEREIGN BOND ANALYST, LEHMAN BROTHERS INC.: ''If these new instruments are not allowed to trade, it's pretty negative for the market. It's too early to assess the whole package as yet.''

SONJA GIBBS, CHIEF STRATEGIST FOR EMERGING EUROPE AT NOMURA INTERNATIONAL IN LONDON: ''It is quite likely to be a disappointment to many who have been waiting for this announcement. The coupon on the rouble paper is fairly low relative to most expectations and certainly the maturity on the dollar paper and the very low coupon does not add up to a very attractive package.''

Hello Bobby: How are ya? You are correct to think that huge money controls the world. I have attached an editorial that you are well aware. For those who might not have read the attachment or are not even aware of what is really happening in the world today it could shed some light and I might add food for thought. Good Dayyyyyy Ronald
PS: Just another perspective worth exploring. Perhaps the reasons for current of price GOLD is more illusive than one would like to admit... IMHO
