If indeed an idea is good then it gets identified as a potential project. For the sake of staying away from mines lets consider just working the surface layer and planting seeds or spores so that we have more variety in what we can eat or use pharmaceutically or else expand production of a familiar crop with hope that it will find acceptance in new markets. We've all noticed the incredible proliferation in the variety of fungi commonly available at the supermarked, the greatly expanded use of plant extracts and the very notable success of the Chinese gooseberry aka Kiwi fruit I believe. So going in the natural order of things where plans are prepared and these plans are appraised and there is broad agreement of those participating at this point that this could work then you get to the point of looking to finance the implementation of the idea.

As I've found much of what you've posted to be both entertaining and useful I'd appreciate an elaboration of 'shells' and their 'dirt cheapness' now if you don't mind. I'm trying to advance my education.
