'When the day comes that there is broad scale public awareness it will be in terms of a central government solution that
will focus all national efforts and resources on two central areas:

1) The electrical power grid.

2) Keeping the major cities in one piece until the power can come back on and all other systems be tested and fixed for
real after 1/1/00.

This means that the major cities must be supplied with enough food, water sewerage and heat to hang on until the power
grid comes back on. Once the metropolitan areas get desperate folks there will go out in search of these things. If that
migration ever begins, it will be a massive death march and the lights and industry will not come back on for years if not
decades.
