I am a Microsoft Partner - and there is no fee. Partnership is determined by qualifications only. Like most other companies, Microsoft charges for Reseller Kits but these charges are a tiny fraction of what the software that is in them would cost if purchased from a distributor. Technical training incurs a charge - but this is done by authorized Microsoft training centers - not by Microsoft itself. Microsoft conducts hundreds of free training sessions annually for a variety of marketing activities and new product introductions.
