You were right, actually - any responsible informant would include the genus.
'Cultivar' is used to describe developed varieties in some species, like grapes.

Sounds like this plant is a cultivar of stevia developed by the good Doctor.
Or maybe not, but if not I wonder why no identification of it has been forthcoming.
It's not that big a deal anyway, as they can import and sell stevia as long as they're careful stepping around the FDA regs. ...... cheers
